TILA is available to applicants who:

  • are 15 to 25 years old.
  • are leaving, or have already left, formal out-of-home care.
  • decided to stay on at home with foster carers after a care order expires.

TILA is a one-off payment from the Australian Government to help young people who are leaving out-of-home care.

It provides a contribution of up to $1,500 towards the costs involved in moving to independent living.

TILA can support young people to make payments and purchases related to:

  • housing
  • essential household items
  • employment, education and training
  • transport
  • counselling

A case worker will apply and manage payments on behalf of a young person

They will also help in the decision-making process on what can be purchased with the funds.

TILA is paid as a lump sum (up to $1,500) or in up to 6 instalments (minimum of $250 per application). Funds are transferred to the case worker’s organisation and they will make purchases on a young person’s behalf.

See full TILA eligibility criteria on the DSS website.

Young people who think they are eligible should speak with their case worker or call the Leaving Care Hotline on 1300 532 846.

To access TILA, a transition to independence plan is needed

This plan will include personal goals and the supports needed to achieve them.

Case workers will assist in developing a plan.
